Israeli Practices towards the Palestinian People and the Question of Apartheid is the 2017 U.N. report by Richard Falk and Virginia Tilley that assembles overwhelming evidence that Israel is guilty of the crime of apartheid, but notes that only a ruling by an international tribunal would make that assessment authoritative. The report notes that conclusion is not anti-Semitic because it rests on the same international human rights law and principles that reject anti-Semitism and other racially discriminatory ideologies.
Israel Practices could have been a turning-point in the fight to end the Israeli occupation of the West Bank, East Jerusalem, and the Gaza Strip. To prevent that happening, the report was suppressed by the U.N. General Secretary at the insistence of the United States and Israel. Richard Falk is a Research Fellow on Global & International Studies at UCSB & Emeritus Professor of International Law at Princeton University. From 2008-2014 he served as the U.N. Special Rapporteur on the situation of human rights in the Palestinian territories. He is author or editor of over 50 books and hundreds of articles on human rights and international relation! s with a special focus on the Middle East.
