The Alliance-Philippines (AJLPP) based in the United States wrote to your newspaper to vehemently condemn the criminal neglect and the breast thumping of the Aquino III?s NDRRMC , the agency and its head, Benito Ramos. The NDRRMC is the agency who is task to mitigate disasters and warn the people of the impending disasters and conduct relief work such as the fury of the Thypoon Pedring and Quiel that hit the Philippines and devastated most of Northern and Central Luzon. Very poor Response And yet with no less than President Benigno C. Aquino in attendance during their televised briefing, there was nothing new on the typhoons and floodings that hit the country recently. Pedring has passed and another storm came in and had passed but still the waters released by the dams still has flooded the whole Metro Manila and Central Luzon.

The Philippine Commission on Human Rights (CHR) said it did not clear the military in the human rights case of Filipino-American activist Melissa Roxas as accused by several militant organizations.

The Philippine Peasant Support Network (Pesante-USA), human rights group based in the United States today vehemently condemned the Commission of Human Rights (CHR) report that cleared the AFP on the abduction and torture of a US-based activist. The report, signed by CHR chair Loretta Rosales in February but released over the weekend, concluded Melissa Roxas was indeed abducted and apparently subjected to cruel treatment. But the Commission said it did not have enough evidence to put the blame on the military. The CHR also refused to use the word “torture” for the abuse Roxas suffered because “state actors” could not be pinpointed. Pesante is disappointed that Rosales a former political detainee and a victim of torture herself will clear the AFP of torture and wrongdoing. Pesante stated that: “ Rosales will join all traitors like Tayag,Tiglao, Barican, Morales and Olivar all former activist who have sold the Filipinos down the river.”

This time, it was the Cordillera region and Pangasinan that were under distress. More than 40 landslides occurred in the Cordilleras triggered by the massive rain which resulted in as many as 250 deaths. Local groups attributed the area’s increased vulnerability to landslides to the long-term large-scale mining activities especially in Itogon and Mankayan in Benguet province. We remember the Colalo landslide that happened in 1999 in Mankayan which AGHAM visited with the Cordillera People’s Alliance (CPA) and environmental groups. And only three months ago, geologists from AGHAM and the Center for Environmental Concerns conducted an inspection of land subsidence in the same area.

The Pesante News gathered today from news sources that the Armed Forces of the Philippines (AFP) is deceiving the Filipino people when it claims that US soldiers based in the Philippines are not engaged in operations against the New People's Army (NPA). NDF-Mindanao spokesperson Jorge "Ka Oris" Madlos said this in reaction to a statement by AFP spokesperson Lt. Col. Romeo Brawner, Jr. denying US troops' involvement in anti-NPA operations. Pesante News said that Ka. Oris, NDF-Mindanao spokesoerson said that "Brawner is a flunky of the US military. He is an apologist for US military intervention. Just like his superiors in the AFP and the Arroyo regime, he praises the US military for permanently stationing its troops in the Philippines even if it violates Philippine sovereignty," Madlos further said that US soldiers have been involved in operations against the NPA for several years now. The 600-strong Joint Special Operations Task Force-Philippines (JSOTF-P) under the US Pacific Command has been stationed in the Philippines since 2002 and is involved in "counterinsurgency" operations.

On May 6, 1942, after enduring one month of siege, air and artillery bombardment by the Japanese, the island fortress of Corregidor surrendered to the Japanese Imperial Army.. With the surrender of Corregidor, General Jonathan Wainright, USAFEE Chief was forced to formally surrendered the whole Philippines. With the fall of the Philippines, organized armed resistance by the USAFFE forces in the Philippines ceased to exist. The formal occupation of the Philippines by the Japanese Imperial forces for the next three years begun. But, the Filipino guerilla resistance became very much alive. Independent guerilla forces started in earnest. The guerilla forces in Northern Luzon led by General Guillermo Nakar in Isabela and the HUKBALAHAP in Central Luzon started even before the fall of Bataan on April 9, 1942. For the next three years, Filipino guerillas led by able Filipino leaders or by American officers never let the Japanese have peace of mind in occupying the Philippines. They held the line and even liberated areas even before American forces landed in the Philippines.

In the Central Luzon plains, Nueva Ecija is unique. In this farming province, the biggest rice producer in this region, you see rows upon rows of rice paddies. But it had more rice lands before the phenomenon of land conversion in the late 80s. The large landowners converted their lands to non-agricultural use so these would not fall under the Comprehensive Agrarian Reform Law enacted in 1988. Land conversion was also necessitated by population rise and the urbanization of many towns of the province.

Torture Victim Identifies Military Officer as Captor During CA Hearing (tags)
Torture victim Raymond Manalo identified one of his captors during the continuation of the Cadapan-Empeño hearings at the Court of Appeals in Manila, Jan 18. Manalo took the witness stand for the second time to testify that he had been in detention together with the two missing University of the Philippines (UP) students Sherlyn Cadapan and Karen Empeño and farmer Manuel Marino who were abducted June 26, 2007 in the province of Bulacan. The writ of amparo filed by the parents of Cadapan and Empeño has made headway as Manalo identified one of their captors in open court. In his first testimony in December, Manalo said he, together with his brother Reynaldo, was abducted on Feb. 14 and was secretly detained in several military camps in Central Luzon. He also said he had talked to Cadapan several times during detention and the UP student had told him she had been raped by soldiers.

Cagayan, the northernmost province of Luzon has become a valley of death for activists as a 19-year-old youth leader became the third militant in a month to be killed in the province. Sangguniang Kabataan chair Nelson Asocena, a member of the youth group Anakbayan and the peasant group Kagimungan, was shot dead in an attack allegedly by six men in military uniform on Dec. 13 in Rizal, Cagayan. Pesante-USA vehemntly condemn the fascist terror Kiling. Asocena was the third militant leader to be killed in Cagayan within a month and the 802nd in the Philippines since 2001, based on records of the human rights group Karapatan.
