The president's approval ratings soared following the Sept. 11, 2001, terrorist attacks. In recent weeks, those numbers have dropped to the lowest levels of his presidency, with approval ratings of 49 percent in an NBC News-Wall Street Journal poll out Wednesday night and 50 percent in a CNN-USA Today-Gallup poll released Monday.
