"We are confident and very optimistic that there’s likely to be a big window of opportunity between September 2009 and March 2010,” America’s Voice pro-reform group director Frank Sharry said in a telephone conference. On Monday, November 5th, the campaign for the constitutional reform referendum in Venezuela was stepped up with the call by retired general Baduel for a NO vote. General Baduel was a close collaborator of Chávez and remained loyal to him during the April 2002 military coup which briefly ousted him. In July of this year he resigned from his position as Defence Minister and retired from active military office. His attacks on the constitutional reform are part of a concerted campaign by the ruling class to prevent it from being approved in a referendum which will take place on December 2nd. The amendments to the 1999 Venezuelan revolution were announced by Chávez after his election victory in December 2006 with the stated aim of bringing the Constitution into line with "Socialism of the 21st century". With the recent death of two farmer beneficiaries and the wounding of several others in Hacienda Velez-Malaga, La Castellana town, Negros Occidental, calls for the scrapping of the “flawed” agrarian reform law has been revived. Claiming that it has not benefited poor farmers but consolidated the stronghold of big landowners, militant groups’ Kilu sang Mang bubukid Pilipinas-Negros, Pamalakaya, and the biggest labor group in the sugar industry, the National Federation of Sugar Workers (NFSW), slammed the “fake” CARP law and will oppose plans to extend it. The three groups also condemned the killing of the two members of Task Force Ma palad (TFM) last Monday saying this shows a “glaring failure” of CARP. However, they also criticized TFM for giving “false hopes” to their members in owning land.

The US Senate, after a long delay will finally begin debates this coming Wednesday, May 16, on the much-awaited comprehensive immigration reform bill that will decide the fate of more than 12 million undocumented immigrants in the United States. The issue: Amnesty or a guest worker program? Senator Arlan Specter wanted the Senate Bill 2611 to be revived while the White House proposes a very expensive “ temporary guest worker program” The democratic party promised a comprehensive immigration reform that will be favorable to the large immigrant community where it derived its support during the last elections. On the other hand, the traditionally anti-immigrant republican party is trying to win over the conservative sector of the immigrant population by giving a limited reform. President Bush, whose wife is a Mexican, promised an immigration reform bill by the end of this year. Senators Ted Kennedy and John McCain are also bent to revive their own immigration bill that died last year during the Senate debates that gave way to SB 2611 that the Republican controlled lower house killed in 2006. His daughter, who was with him when the shooting happened, was also wounded and is still in critical condition.
