Ever heard of the Council on Environmental Quality? Chaired by former LA Deputy Mayor Nancy Sutley, it’s a White House office that according to its website ”coordinates Federal environmental efforts.” To judge by a recent update from the Bureau of Land Management, Sutley’s office may just hold the key for a compromise in a long-running battle over rural groundwater between Utah and Nevada. Using powers supposedly afforded by the Council, the Bureau is adding a new alternative to an environmental impact statement that may allow Vegas to pump and Utah to keep its water too. The only clear loser is the environment.

Another chance for members of the public to comment to the BLM and share their views on the proposed SNWA pipeline from Snake and Spring Valley aquifers to the Las Vegas region. Please request the BLM take the NO ACTION alternative and deny the pipeline access across public lands held by the BLM. We do not need any more aquifers being overdrafted for extra golf courses and suburban sprawl development (ie., Coyote Springs from Harvey Whittemore), we need flowing springs and seeps for our ecosystems!

El Paso corporation's rush to complete the Ruby Pipeline in northern Nevada resulted in a worker's fatality as safety procedures were skipped and work continued despite the frigid temps and icy surfaces. The time required to complete this project is being shortened by the corporate profit motive, and the human nature to make serious mistakes is increased as workers grow weary from long hours and colder temperatures.

SNWA's 300 Mile Pipeline to Las Vegas Faces Growing Opposition (tags)
At a recent SNWA board meeting, the SNWA's proposed 300 mile pipeline from Snake Valley aquifer to Las Vegas has met with a few bumps in the road, mainly strong public opposition and increasing hesitancy on the part of SNWA board members to jump into this plan without a safety net. Though the SNWA board voted to continue seeking an EIS for the pipeline, the reality of future costs and risks of an overdrawn aquifer made several board members question their previous zealotry in following Gen. Manager Pat Mulroy down her pipeline's path for much longer.
JFAV and Critics Laud Withdrawal of SF Presidio Art Museum Proposal (tags)
Critics of a highly controversial proposal by Gap Founder Donald Fisher to build a contemporary art museum on the Presidio of San Francisco's historic (c. 1776) Main Post lauded Fisher's withdrawal of his plan today. For the Justice for Filipino Veterans (JFAV) based in San Francisco, although the Presidio was the staging ground for the American colonization of the Philippines, it is still proper that it should be preserved historically and not be a private museum. It is a historical landmark for the advance of US imperialism and thus be shown to succeeding generations of Americans and Filipino Americans. Environmental, historical, neighborhood and military groups joined with thousands of citizens and San Francisco City agencies to fight the art museum being built in this national park, part of the Golden Gate National Recreation Area (GGNRA). Serious questions remain regarding the Presidio Trust's proposals to build new structures (a hotel/restaurant and movie multiplex) in the park, a National Historic Landmark. The Trust is a federal agency that manages the Presidio's real estate within the constraints of various Federal laws including the National Environmental Policy Act (NEPA), National Historic Preservation Act (NHPA), and the Presidio Trust Act.
