Nepal Post Earthquake Aid Falls Short of Goals: No Debt Relief Pledged at Nepal Recovery C (tags)
This week's Nepal donor conference pledged $4.4 billion in aid to Nepal, short of the $6.6 billion Nepal requested for earthquake recovery. About half of the total financing is loans and half is grants. Nepal did not receive any pledges of debt relief while world leaders gathered in Kathmandu. The International Monetary Fund (IMF) said Thursday Nepal will not qualify for its new emergency debt relief trust fund. "The initial aid pledges are helpful and we can close the $2 billion gap quickly with debt relief," said Eric LeCompte, Executive Director of the religious development organization Jubilee USA Network. "One of the quickest ways that the World Bank, Asian Development Bank and governments can deliver rebuilding grants is by canceling debt." Nepal spends $600,000 a day paying its debt, or more than $35 million since the first April earthquake. The World Bank and the Asian Development Bank pledged a combined $1.1 billion in new concessional loans and grants. Nepal already owes the World Bank and Asian Development Bank approximately $3 billion. Although the World Bank has not announced plans for a debt relief fund, the IMF created the Catastrophe Containment and Relief Trust in the wake of the Ebola crisis and cancelled $100 million of West Africa's debt. IMF spokesperson Gerry Rice said Thursday Nepal met the first requirement for relief but that the earthquake did not cause enough total economic damage. Rice did not reference whether or not damage to Nepal's "productive capacity" pulled another trigger for the fund to release about $23 million in debt relief.

In reaction to an adverse Supreme Court ruling against Argentina, President Cristina Fernández de Kirchner announced that Argentina would offer new bonds to its creditors governed under Argentine law. The proposed debt swap would involve the 92% of the country's creditors that agreed to restructure in the wake of the country's 2001 default. While the debt swap proposes an alternative for the South American country to avoid paying hold-outs, it fails to reverse the global implications on debt markets, debt restructuring and financial stability.

Argentina filed its final Supreme Court response to hedge fund NML Capital urging the high court to take the case that the Financial Times calls "the debt trial of the century." Jubilee USA filed an Amicus Curiae brief in March noting that the precedent in the case will impact debt restructurings, poor country access to credit and debt relief programs designed to help people living in extreme poverty. The US government and the International Monetary Fund support Argentina. On June 12th, the Supreme Court is scheduled to discuss whether or not it will hear the case.

This has brought a torrent of anger of listeners and supporters of KPFA in Norther California and many are calling on Kolhatkar to abandon her plans to support the removal of KPFA local community programming on prime time. The newly appointed executive director Bernard Duncan was brought in by Pacifica Board Chair Margy Wilkinson despite the fact that he was discharged from KPFK for financial malfeasance. This was also supported by Dan Siegel and his law firm which is backing the cancellation of local community programming.

DB "The Israelis say that these commandos who they say were armed with hand guns and paint guns were only defending themselves from armed and dangerous attacks by people on the boat. Your response to that? RF: There are two lines of response, and this is an area where the facts are contested and difficult to disentangle at this stage. The witnesses on the boats themselves, particularly the Turkish boats where most of the violence took place, claim that the commandos landed shooting, and that it was only after the initiation of that violence that there was some attempt at defense on the basis of very contrived and primitive weapons, as opposed to the kind of weaponry that the Israeli commandos were carrying. Beyond that, it’s fairly clear if unlawful attack of a vessel on the high seas is occurring, the passengers on that ship have some sort of right to self defense. So that’s one aspect of it. The second aspect is that even if there was some kind of defensive violence on the ship, that’s no excuse for an unprovoked attack carried out in this manner. If Israel didn’t want the ships to go to Gaza, they could have diverted them, and if they did what the other boats did in the Freedom Flotilla, except for the larger Turkish one, it seems pretty clear that this was a deliberate attack designed, I suppose, to punish the effort to carry out this humanitarian mission, which would obviously have disclosed the brutality of the blockade of the Gaza Strip, which has gone on now for almost three years. The Israeli arguments are not really seriously plausible. Given the overall circumstances it’s very difficult to give them any kind of serious credibility, and this seems to me to be as clear a violation of international humanitarian law, international law of the seas, and international criminal law, as we’re likely to see in the early part of the twenty-first century." San Diego's annual Lesbian/Gay/Bisexual/Transgender Pride celebrations have been jeopardized by a community controversy over a $5,000 payment authorized by the board to its chair, Dr. Philip Princetta. The board fired Pride's executive director, Ron deHarte, on January 5, one day after he wrote a letter calling the payment "self-dealing" and questioning its legality. Two other Pride staff members resigned in support, and on Sunday, January 10 members of San Diego's Queer and Queer-allied communities had a chance to weigh in on the controversy. With none of the current board members there to hear the community speakers or express their own version of the events, the meeting turned into a series of condemnations of the board members and a vote to ask that deHarte be reinstated — but many people there were frustrated that the structure of the board doesn't give the community any recourse that doesn't also hurt the Pride events themselves.

At a recent SNWA board meeting, the SNWA's proposed 300 mile pipeline from Snake Valley aquifer to Las Vegas has met with a few bumps in the road, mainly strong public opposition and increasing hesitancy on the part of SNWA board members to jump into this plan without a safety net. Though the SNWA board voted to continue seeking an EIS for the pipeline, the reality of future costs and risks of an overdrawn aquifer made several board members question their previous zealotry in following Gen. Melissa Roxas, the first known American Citizen under President Obama’s presidency to have become a victim of abduction and torture by military agents in the Philippines, filed through her counsel, Arnedo S. Valera, of the Migrant Heritage Commission’s Legal Resources program, her torture claim by way of “An Urgent Appeal and Allegation vs. the Philippine Government, before the United Nations Special Rapporteur on Torture , Professor Manfred Nowak under the Office of the High Commissioner for Human Rights in Geneva, Switzerland . The case was received at the Geneva Office at 4:15 P.M today , July 28, 2009. Among the specific answers in response to the questionnaire on the torture of Melissa C. Roxas, 31 years old, where the dates of May 19 through May 25, 2009 as the date on which the incident of torture occurred; and Kapanikian, La Paz, Tarlac , the Philippines identified as the place of abduction. The victim believes the torture was carried out in a military camp in Nueva Ecija, known as Fort Magsaysay. Fort Magsaysay, about 150 kilometers north of Manila, is the largest military camp of the Armed Forces of the Philippines. It is home to the Army’s 7th Infantry Division. It also named the Special Operations Group (SOG) and those wearing military uniforms as interrogators and torturers.

We are opposed to the campaign of disinformation and demonization that is targeting the People’s Republic of China (PRC.) The timing of the campaign is linked to China’s hosting of the 2008 Summer Olympics. That the Olympics are taking place in China is of historic significance and great pride to all the country’s people. It was less than six decades ago that China emerged from a century of colonialist humiliation at the hands of the same big powers that are spearheading the China-bashing campaign today. Washington is providing financial, political, diplomatic and propaganda support to the racist demonization effort, supposedly because of concern for “human rights.” This is the same government that is directly responsible for the death of one million Iraqis since 2003. While one out of every three Iraqis have been killed, wounded or displaced since 2003 the US government is eager to have people in the US., especially students, protest any government other than their own. One pretext for the anti-China campaign is the fact that the PRC has trade relations with Sudan. The US wants to overthrow the government of oil-rich Sudan and replace it with a puppet. It has supported “rebel groups” who are prolonging the civil war. The people of the Sudan, who are suffering greatly, are cynically used as a fund raising vehicle by organizations that have raised tens of millions of dollars but have never spent a penny actually helping the people of Sudan, including those who live in the Darfur region.

In this regard, the GRP must do the following: It must stop the extrajudicial killings, abductions, tortures, mass displacement of more than one million people and other human rights violations perpetrated by the reactionary armed forces. It must declare that it is against the "terrorist" blacklisting of the Communist Party of the Philippines (CPP), New People’s Army (NPA) and the NDFP chief political consultant. It must indemnify the victims of human rights violations during the Marcos fascist regime. If the GRP wants to have a ceasefire during the peace negotiations, it must come to terms with the NDFP on the basis of the 10-point Concise Agreement for an Immediate Just Peace proposed by the NDFP and must agree with the NDFP on how to accelerate the forging of comprehensive agreements on social, economic and political reforms in order to address the root causes of the armed conflict.

For many years there's been a storm of building hype in indigenous country (especially around the militant aspect of indigenous resistance), but of late, it's become more and more hyped-up in a most curious way, including character assasination attempts against long-time figures without contexts and empathy. All this appears to be having an effect of someone trying to drive a wedge between the vital experience (or praxis) of the elders, and the too often easily-exploited anger of youth just entering the movement. This time around it's centered on different conceptions about how to run a resistance, one swamped in ideology (and a short history of merits in direct action), the other having a long record of uncompromising defense of indigenous peoples who insist on their autonomy. This article goes thru, albeit roughly, some of the history of the building hype and ways in which movements are divided and conquered, and gives lessons about the remaining apparently easily-exploitable weaknesses of the radical movement today.

Los Angeles, California--In 2002, the Fund for Public Interest Research (FFPIR) closed one of its LA offices. Management gave no reason for the abrupt closure, but employees alleged in an LA Weekly article that the office had been shut down because they filed a petition to organize a union.
In April of 2006, the Fund closed another city office, almost a year after workers successfully won their own union election through the National Labor Relations Board (NLRB). That time management told employees it was because of a failure to hire new administration officials, but union members say the company refused to negotiate and even retaliated against them with hiring freezes and bogus terminations.
Now there is one organized office remaining in LA, and it’s struggling to exist amid an eight month hiring freeze and claims that the company is outsourcing work and defrauding employees.
