“Everybody should play by the same rule.” Mr. President, we appeal to you for Executive Order for Full Recognition of Filipino WW II V... eterans . We are the Filipino WW II veterans and their widows who have defended this nation and decisively won a war to keep Americans safe. Yet, to this day we have to fight for the basic right of full recognition of our US military service. This year, the US Congress due to direct opposition of the Republican leadership has failed to approve an equity bill that would have reversed chronic injustice and racial discrimination. We appeal that as we bring the fight to the Ninth Circuit Court of Appeals in San Francisco on November 5, 2012 , that you issue an Executive Order to provide full recognition to the Filipino WW II veterans as full American veterans.

Los Angeles --More than 100 combined vets, widows, and advocates trooped to Senator Dianne Feinstein local offices in Los Angeles and San Francisco last January 18, 2012 to air public demand for equity that was denied for the last 65 years. This is a part of the three day national day of actions from January 18-20, 2012 in form of legislative visits, emails, fax and letter writing campaign to legislators to gather support for HR 210 in the US Congress. In Los Angeles, a delegation led by JFAV veteran leader John Aspiras and national Coordinator Arturo Garcia delivered more than 300 signed petitions and letters to Feinstein office in Santa Monica, west side Los Angeles. Feinstein is expected to introduce a companion bill in the US Senate for HR 210.

But the wounds of long years of humiliation as second-class American veterans will never completely heal until the US government asks for apology,? says Felino Punsalan, who celebrates 93rd birthday today, without any lump-sum, much less monthly pension, nor any signs that he would be recognized soon as an American veteran. Vets and their families ask California Assemblywoman Fiona Ma to introduce a separate bill demanding for apology. Taking time-off from its hectic activities to pass the veterans benefits bill pending in the US Congress, the Justice for Filipino American Veterans (JFAV) and the Hollywood Presbyterian Medical Center (HPMC) commemorated the 64th Year of the Leyte landing, October 20, 1944- the start of the Liberation of the Philippines with the proper rites at the Hollywood Presbyterian Medical Center (HPMC) in Vermont and Fountain St in Los Angeles on Oct. 22, 2008. The veterans and their advocates are still very hopeful that the US Congress will convene the joint conference committee to reconcile the three separate bills for Filipino veterans. At present the S. 1315, HR 6897 and the Chat Edwards bill that appropriated $198 million for the veterans needs to be reconciled. The JFAV and the ACFV is still highly optimistic that the reconciled bill that will grant recognition and give benefits to the Filipino veterans will be enacted before the US Congress ends this year.

VETERANS OF THE UNITED STATES ARMED FORCES in the Far East (Usaffe) here at home and in America thought that, at long last, the US Congress was poised to pass legislation addressing their generations-old claim for benefits. But as the American economy unraveled, politicians began sniping at the bills (pending before the US Congress) aimed at increasing the benefits of Filipino veterans. Filipino-American veterans groups and lobbyists began to fear that the promise to bring the bill to a vote in the US House of Representatives would fall by the wayside. No one, of course, predicted that the US Congress would be plunged into a crisis atmosphere by US President George W. Bush’s proposed bailout, which the US Senate and House Democrats have agreed to, but whose approval has been delayed and, possibly, foiled by a group of House Republicans anxious they will be defeated in November if they vote for a bailout.

Different Filipino Veterans groups marked the 67th year Filipino soldiers conscription day or the USAFFE DAY, July 26, 1941 with festivities and protests. More than 15 veterans and community leaders of Southern California. In a symbolic protest-- signed an open letter to Speaker Nancy Pelosi demanding the passage of the SB 1315 version in the house that has been languishing in the US Congress for more than 18 years. In a community forum sponsored by the Justice for Filipino American Veterans (JFAV) held at SIPA on July 25, 2008, they declared: “ We hold you as a the speaker and the leader of the Democratic Party responsible for not passing the bill in the house. You have the responsibility to answer why the bill has not been discussed or have not been put into a vote despite several promises.” The Filipino leaders demand that the SB 1315 version in the house be passed before the US Congress recess on August 31.

This is after a long wait and the promise of Speaker Pelosi that " if we got 290 votes she will put the bill on the floor." We feel that at most we have 220 votes to pass the bill. Waiting for 290 will just delay the bill to eternity. For four times, Congressman Bob Filner and Pelosi promised to pass the bill for the last two years to no avail. Please email, write them letters and call or fax their offices for them to act on the bill ASAP. The US Congress is ending its session by August 31. Remember its election time this year. Let not the elections sidetrack our advocacy for our veterans.

The post invasion Iraqi death toll is now estimated to be as high as 1,000,000, far higher than the previous estimate of 655,000; this is according to recent scientific data.
