Oplan Bayanihan: Furthering the National Oppression of the Indigenous People Despite it?s deceptive psy-war features, Oplan Bayanihan (OPB) is fast showing up it?s true vicious character compared to its failed predecessor, Oplan Bantay Laya 1 & 2 of the unheralded and despicable US-Arroyo regime. The 5th IDPA and the NOLCOM of the AFP have overzealously applied its age-old imperialist master?s tactics of ?divide and rule? by exploiting indigenous social, economic and political systems in its counter-insurgency operations. It succeeds though in sowing intrigues and beclouding clear provisions of peace pact pagta where armed units (AFP/PNP and/or NPA) are not covered. Operating troops continue to quarter in schools, day-care centers, barangay halls and clinics, private homes and other public and sacred places contrary to clear provisions of CARHRIHL and Protocols of the Geneva Conventions. In many cases, families are broken up as a result of soldiers? womanizing. Young female students are also vulnerable to abuses especially where detachments are near schools. In one case, the whole tribesmen of a young lass have to be mobilized to demand accountability of the soldier?s tribes mate when a married soldier impregnated a young first year college student. Also drunken soldiers always spark troubles with youngsters even at the flimsiest of reasons.

On the same day, the United Church of Christ in the Philippines (UCCP) filed a P6-M damage suit against her for extrajudicial killings of five of its members and abduction of another one during her term as president. UCCP filed the complaint through its general secretary and executive officer Bishop Reuel Norman Marigza. According to the 18-page complaint, "numerous church pastors and leaders were either liquidated, harassed, unlawfully detained or tortured with impunity by military agents and operatives, who, by law, were then all under her ultimate control and command responsibility."

The conduct of the 2010 elections shows the rottenness of the US-dominated ruling system of big compradors and landlords. War officially came to southern Philippines again as the government of Gloria Macapagal Arroyo unilaterally put an end to eleven years of negotiations with the Moro Islamic Liberation Front (MILF) September 3. A month early the government abruptly broke off talks with the MILF on the eve of signing an autonomy pact. There are numerous reports of U.S. Special Forces accompanying Philippines Army units on their deadly sweeps in the Bangsamoro (land of the Moro people) region. More than 100 people have been killed so far and half a million refugees have fled from the fighting. Bourgeois liberals and the petty-bourgeois left lamely call on the government to resume the “peace process,” which in any case was only intended to wear down the insurgents. Revolutionaries instead seek to mobilize Philippine workers to drive out all U.S. forces, whatever their legal status; to force the withdrawal of the AFP from the contested southern areas; and to defend the Bangsamoro people and their right to self-determination.

He only wants to entertain the officials of the 302nd and 303rd Bde that their promotions will be affected because of the AFP's failures to hit their target-objectives in destroying the revolutionary movement in Negros being the priority of Oplan Bantay Laya (OBL2) II in the whole of Western Visayas. In three quarters of this year, the AFP has no significant breakthrough in their counter-revolutionary campaign. Surely by the last quarter of this year, they wil reap nothing but failures.
The National Democratic Front (NDF) in Southern Mindanao hits the Arroyo regime for feigning innocence and doublespeak while covertly sponsoring the resurgence of vigilante groups like the notorious Ilaga, now called the Reform Ilaga Movement. Mike Santiago, spokesperson of the Reform Ilaga Movement, recently announced they will heed the call of North Cotabato Vice Governor Emmanuel Piñol of "restraining themselves from intervening in the already worse situation in Mindanao but would immediately take action once civilians are attacked by members of Moro Islamic Liberation Front (MILF)." Ilaga, civilian volunteers' organization and police auxiliaries will be trained as fanatic fascist frontliners of the Arroyo regime. Arroyo got the worst fear of losing her warlord allies in Mindanao that helped her cheat the 2004 elections. Her ulterior motive of using the MOA-AD as a stepping stone for charter change (cha-cha) to remain in Malacanang was also exposed. The formation of the first bourgeois democratic republic in Asia on January 23, 1899 followed. But just to be destroyed by a new colonial power- the Imperialist United States of America. By waging an imperialist war of aggression against the young republic and its people from 1899 to 1913 in a “war of pacification” against the Filipinos, the United States occupied the Philippines for 48 years. The Filipinos lost almost 2 million people during the Filipino=-American War.

Among the cases presented were those of Armando Javier, Jr. and Romeo Malabanan, victims of extrajudicial killings. Armando and his wife were shot inside their home on 2 October 2005. The revolutionary forces in the Philippines thorugh their spokesperson issued a statement today that the new oplan- BANTAY LAYA II "will be more vicious in their effort to catch the fish by totally draining the water."

The hand of the ugly American, John Negroponte who headed the dirty tricks department was ever present then in Latin America. Therefore, it comes as no surprise that what is happening in the Philippines is uncannily similar to what was happening then in Guatemala and El Salvador in the 1980s. Negroponte, after all, heads up the super-spy agency now that the US is waging a so-called global "war on terror" in tandem with shameless puppets like Gloria Arroyo conducting local campaigns like Oplan Bantay Laya (Freedom Watch).
Arroyo regime has a malicious view of the GRP-NDFP peace negotiations (tags)
The highest officials of the Arroyo regime, especially executive secretary Eduardo Ermita, chief of staff Mike Defensor and presidential adviser Jesus Dureza, have repeatedly declared that there is no need to resume the formal talks between the GRP and NDFP negotiating panels but that the office of the presidential adviser on the process will coordinate with local units of the GRP to stage localized negotiations with elements that they hope to attract from the local forces of the revolutionary movement.

Kilusang Mayo Uno¡VSouthern Mindanao Region secretary general Omar Bantayan received threats to his life as he was about to leave his residence at around 10:00 this morning. Bantayan was on his way to a meeting when three unidentified men were seen surveilling his residence in Brgy. Ubalde, R.Castillo. Bantayan was with a companion who went out first and was the one to notice two men standing some feet away on either side the gate. The third man was posted at the corner of the street about 20 meters away. The companion also spotted a bulge around the waist of one of the men. He surmised it could only be a firearm as the latter moved his hand toward it when Bantayan came out of their gate.
On the Death/Martyrdom of Ilagan Mayor Delfinito Albano (tags)
Pesante- USA reprinted the Tagalog Statement of the NDFP-Cagayan Valley re the murder of Ilagan Mayor Delfinito Albano who was murdered by unknown assailants in Metro Manila. Ilagan is the provincial capital of Isabela where agrarian or land problems is very grave. Ilaga is also the area where the 11,000 Hacienda San Antonio and Sta Isabel, now the crisis area of land problems in the Philippines is located. Foreign corporations are trying to gran the lands of peasants opening up coal mining and cassava plantations in the traditionally rice and corn lands in the area. Mayor Albano took the side of the lowly peasants that is why he became a marked man. Pesante condoles with the Albano family on the untimely death and martyrdom of one of the servants of the people.
